Good News for Ward 1 Parking – Graham Bill Passes!

Dear Friends,

On Tuesday the DC Council passed a bill I authored to better protect residential parking for Ward 1 residents.

Many Ward 1 residents are tired of getting parking tickets because they can’t find a place to park in their own neighborhood, even after paying $15 for a parking permit.

My bill, soon to be signed by Mayor Fenty, will:
·         Reserve 50% of parking on Zone 1 streets exclusively for Ward 1 resident parking
·         Make a visitor pass available to every household on Zone 1 streets.  This pass would allow guests, babysitters, caregivers, etc., to park legally on Zone 1 restricted blocks.
·         Allow every Ward 1 resident with a properly registered vehicle to get a Zone 1 parking sticker (regardless of whether you live on an RPP-zoned block).

I authored the existing pilot programs testing these ideas in Mount Pleasant and Columbia Heights.  Both programs have proven to be effective and popular.

Under this measure, each Advisory Neighborhood Commission will be able to opt-in to this program by majority vote.  ANC1A and ANC1B have already endorsed the bill. Streetscape construction project zones, as designated by the Mayor, will be excluded from the Program until the Mayor declares that all major construction has been completed.

This is good news for parking in the most densely populated Ward of the city.  It follows 3 public hearings and many months of public discussion.

Street Naming: Bishop William F. Hart Jr. Way

This weekend I was so proud to honor Bishop William F. Hart Jr., the founding pastor of the Christian Tabernacle Church of God.  The 1000 Block of V Street is now Bishop William F. Hart Jr., Way. They were very kind to send me this great picture of me speaking at the event.

Congratulations Bishop Hart!

Honoring Everyday Heroes: Our Alcohol and Drug Abuse Counselors

I wanted to share with you a joyous event we had Tuesday.  We honored five outstanding people who provide daily a great service to our Ward 1 community and to the city at large.

They have helped thousands of District residents recover from severe alcohol and drug addiction and counseled them to ensure they don't fall back into that lifestyle.

I am very committed to this cause because I am also a member of this community recovering from alcohol addiction, almost 35 years sober and counting thanks to people like this.

Here with me receiving her resolution is Darlene "Star" Brown who also successfully battled addiction to become the manager of the Lincoln Theatre.  And from Left to Right:  Kevin Watts of the Reeves Group, highly regarded and sought after counselor Joan Thompson , Will Bonntte of New Communities Second Genesis, Chairman Vincent Gray, me, Marion Barry, and our final honoree, Ron Clark, the dean of the recovering community for 40 years, serving as executive director of RAP Inc.)

Graham’s PROUrbanYouth Summer Employment Program Celebrates 9th Year

Dear Friends:

I am pleased to announce the opening of the 9th consecutive year of my PROUrbanYouth initiative.  The Positive Resources and Opportunities for Urban Youth is my Ward One summer youth employment program.  The program works in tandem with the Department of Employment Services’ Summer Youth Employment Program. More than 1,000 Ward One teens and young adults will participate this year. We have partnered with 21 Ward One community organizations.  Work and training experiences include landscaping and gardening, architectural design, weatherization and green products installation, and cultural arts and dance.

Young people between the ages of 14–21 are eligible to work from June 28 to August 17 each earning $7.25 per hour.

The opening ceremony was held on Friday, July 2 at Harriet Tubman Elementary School.  There will be a variety of events throughout the summer for young people from different neighborhoods in Ward One to come together and work together.

Bests,
Councilmember Jim Graham
